Ambassador (r.) David Huebner has handled more than 200 international, complex commercial, and investment arbitrations in three dozen jurisdictions around the world as arbitrator or advocate, under the rules of almost two dozen different arbitral institutions. Now a full-time neutral, he is a Fellow of the College of Commercial Arbitrators and a Chartered Arbitrator, the highest certification conferred by the Chartered Institute of Arbitrators.
Although his matters have involved a wide range of industry sectors and legal issues, he has particular expertise in technology (including semiconductor, hardware, software, materials, AI, haptics, telecom, and gaming), life sciences (including pharma, biotech, clinical trials, health tech, medical devices, healthcare), entertainment/media, investment (including investor-state under ICSID, UNCITRAL, and ICC rules), energy, and infrastructure disputes.
He has been named to numerous distinguished practitioner lists in the fields of arbitration and intellectual property, including the Silicon Valley Arbitration and Mediation Center’s “Tech List” of the world’s most accomplished technology neutrals. He was appointed to the panel of arbitrators of the International Centre for the Settlement of Investment Disputes (ICSID) by President Obama and has been included on the panels or lists of arbitrators of the principal international and regional arbitral institutions. He was named to the inaugural Sino-US Joint Panel of Arbitrators established by the Shenzhen Court of International Arbitration and JAMS to resolve cross-border technology and other IP disputes.
Ambassador Huebner’s diverse professional background informs his approach to decision-making, process, and efficiency. In addition to having practiced law at large firms, he has served as U.S. Ambassador to New Zealand and to Samoa, founding managing partner of a law office in Shanghai, chairman of an international law firm, chairman of the California Law Revision Commission, and resident IP adviser to a member of the lower house of Japan’s National Diet.
Amb. Huebner is member of the Bars of California, New York, and the District of Columbia and a solicitor in England & Wales. He has served on the boards of numerous arbitration and international law organizations and is the current chair of the Chartered Institute of Arbitrators’ North America Branch. He taught full semester courses in international arbitration, international intellectual property law & policy, and international business transactions at the University of Southern California for a decade, as well as a full-semester course in intellectual property law at the University of California, Los Angeles. He has guest lectured at more than a dozen other universities and law schools in the U.S., China, New Zealand, and Germany.
He is a 1982 graduate of Princeton University (summa cum laude), where he majored at the Woodrow Wilson School of Public and International Affairs, and a 1986 graduate of Yale Law School, where he was editor-in-chief of the Yale Journal on Regulation. In 2013 he was named a Distinguished Fellow of the Auckland University of Technology Faculty of Business and Law.
Currently resident in California, Amb. Huebner hears cases internationally and has been based for extended periods in the past in Tokyo, Shanghai, New York, and London.
